The Prince William County Board of Supervisors locked in a 4-4 tie late Tuesday on whether to put the matter to referendum, killing the measure.

In March, the county signed a “letter of intent” to build a $31 million, 4,600-seat stadium for the Minor League Baseball team near Potomac Town Center in Woodbridge.

Negotiations on the deal continue.
