Equal Rights Amendment Pre-Legislative Forum

Could the 100th anniversary of women’s right to vote be the date that Virginia becomes the 38th state to ratify the Equal Rights Amendment (ERA)?

The Prince William County Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated (PWCAC – DST) will host a special town hall forum to explore that question on Monday, December 3, at the Dr. A. J. Ferlazzo Building on 15941 Donald Curtis Drive, Woodbridge, VA in the auditorium from 7 to 9 p.m.

The forum will provide information on the historical and legal context of the Equal Rights Amendment and why Virginia’s ratification of the ERA matters. Panelist will also share information on how to advocate to legislators and share your opinion regarding matters important to you. There will also be a discussion on the State budget and the impacts on Prince William County. Time is allotted for questions and answers.

Panelist include Delegate Luke E. Torian, 52nd House District; Delegate Jennifer Carroll Foy, 2nd House District; Delegate Hala Ayala, 51st House District; Zakiya Thomas, National Woman’s Party and Kati Hornung, VAratifyERA.

Delegate Torian has served in the Virginia House of Delegates since 2010, representing the 52nd district in the Prince William County. Torian has served on the House committees on Appropriations, General Laws, Privileges and Elections, Chesapeake and Agriculture, Natural Resources and several subcommittees.

Delegate Carroll-Foy, a public defender, was elected 2017 to represent Virginia’s 2nd district, part of Prince William County and Stafford County. She is the first African-American woman to graduate from Virginia Military Institute (VMI). She is the Chief Patron of the resolution to ratify the ERA and serves on Courts of Justice and Militia, Police and Public Safety House committees.


Delegate Ayala was also elected in 2017 to represent the 51st district, which covers much of Prince William County. Ayala is the first Latina women to serve in the House. Ayala founded the Prince William County Chapter of the National Organization for Women and she was elected Vice President at the state level. She also served on Gov. Terry McAuliffe’s Council on Women as Vice Chair. Delegate Ayala serves on the House Finance and Science and Technology committees.

Kati Hornung is the campaign manager for the state-wide, non-partisan, grassroots VAratifyERA campaign to ensure Virginia is the 38th state to ratify the Equal Rights Amendment.

Zakiya Thomas is the Executive Director of the National Woman’s Party. The NWP launched a robust nationwide initiative-constitutional equality for women, in conjunction with the Centennial of the 19th Amendment.

The pre-legislative forum is free and registration on Eventbrite is encouraged, but not mandatory.
